Shyanna "Shy" Starr Ballard McNeil, 24, originally of Philadelphia most recently of Steelton, was driving a red Dodge Caliber west on PA 283 when he (McNeil was born female but identifies as male according to the criminal complaint and his social media) was stopped by police near mile marker 1.4 in Swatara Township, according to the affidavit of probable cause.
At 9:12 a.m. on Jan. 24, Pennsylvania State Police Trooper Matthew Condrad, "in full uniform, and operating a marked patrol," as stated in the affidavit, noticed a suspended registration on the vehicle and learned McNeil's insurance had been canceled, but it was when the trooper ran his Pennsylvania Driver's License that Trooper Condrad learned he was a wanted in Montgomery County.
A previous court docket shows McNeil is wanted on two felony counts of endangering the welfare of children and then failing to appear for the court date.
Trooper Condrad turned on his lights and sirens for a traffic stop but he "immediately began to flee from police, traveling south on S Eisenhower Blvd. During the pursuit, MNeil drove into oncoming traffic In the wrong lane and traveled at speeds near 100 mph, showing total disregard for the safety of other individuals in the area and on the roadway," as stated in the affidavit.
As he went from the boulevard to Front Street, onto Swatara Street, he reduced his speeds to "approximately 28 miles per hour," and as he went to turn onto South Second Street, that's when Condrad used a PIT maneuver — spinning the Dodge 160 degrees, as stated in the affidavit.
But McNeil hopped out of the vehicle and took off on foot.
Condrad said he saw McNeil reach into the left pocket of his jacket "attempting to retrieve something," so when Condrad caught up with McNeil a TASER Device was deployed, causing McNeil to fall to the sidewalk.
He was taken into custody without incident, and once in the vehicle explained that she knew she was wanted on a warrant, according to the affidavit.
For this incident McNeil has been charged with felony fleeing or attempting to elude an officer, felony flight to avoid apprehension, trial of punishment, misdemeanor evading arrest or detention on foot, and seven traffic offenses, his latest court docket details.
His bail was set at $100,000 by Magisterial District Judge Michael J. Smith — McNeil remains in the Dauphin County Prison. His preliminary hearing has been set before Judge Smith at 10 a.m. on Feb. 5. New court dates in Montgomery County have yet to be set at the time of writing.
